A porch railing needs to be at least 12 feet above the ground level. If it’s higher than that, then there will be no way to reach the top of the porch from any direction.

A porch with a railing that is too low could potentially fall down if someone falls off of it. A porch with a railing that is too high could potentially fall down if someone falls off of it. If you have a porch that is higher than 12 feet then you need to build a second floor deck, and you would need an additional railing for it.

The repair costs could be as much as ten thousand dollars.

As long as the porch railing is taller than 12 feet, then it’s safe. If the porch is lower than that, then you need to make the railing higher or build the porch higher.

I would worry about the porch if it’s too low, but there is nothing inherently dangerous about it. I would bet that you can fix it for under ten thousand dollars.
